SURVEY ON ACCESS TO ESSENTIAL MEDICINES IN MALAYSIA

(SDG 3.b.3 - Proportion of the health facilities that have a core set of relevant essential medicines available and affordable on a sustainable basis)

Dear Sir/ Madam,

The Pharmacy Services Program has been entrusted with the monitoring of SDG Indicator 3.b.3, which is the Proportion of health facilities that have a core set of relevant essential medicines which are available and affordable on a sustainable basis. This indicator is a multidimensional index, reported as the percentage (%) of health facilities that have a core set of safe and quality medicines available and affordable compared to the total number of health facilities surveyed at the national level.

Hence, the Pharmaceutical Services Programme, Ministry of Health Malaysia would like to invite you to participate in this survey which aims to gather comprehensive data on the availability, affordability, and sustainability of essential medicines in Malaysian healthcare facilities. It includes a list of key medicines from the WHO SDG basket of drugs and addresses critical challenges in ensuring access to these medicines.

Introduction

Access to essential medicines is a critical component of healthcare and an important aspect of Sustainable Development Goal (SDG) 3, specifically Target 3.b.3, which aims to ensure that health facilities have a core set of relevant essential medicines available and affordable on a sustainable basis.

In Malaysia, access to essential medicines remains a priority, reflecting the country's commitment to SDG 3.b.3 and the broader agenda for universal health coverage. As part of the effort to assess progress toward this goal, this research survey is designed to examine the availability, affordability, and accessibility of essential medicines within the Malaysian healthcare system. The survey will gather insights from healthcare providers, to inform strategies that will enhance Malaysia's alignment with SDG 3.b.3 and improve access to essential medicines for all.
The survey thus aims to provide a holistic view of Malaysia’s essential medicines landscape, focusing on opportunities for private sector engagement and growth. By supporting and participating in this research, the private sector can contribute to Malaysian National Medicines Policy, fulfil Corporate Social Responsibility (CSR) objectives, and capitalise on business opportunities that align with the global agenda
for health and sustainable development. Ultimately, this research survey is a pathway for private sector stakeholders to not only enhance their business operations but also play an integral role in Malaysia's journey towards achieving SDG 3.b.3.

Please refer to Table 1 for an overview of these essential medicines. The survey should take approximately 45 minutes to complete, and your responses will remain confidential.

Objectives

  1. Evaluate the availability of essential medicines, particularly those under the WHO SDG basket of drugs, in Malaysian health facilities.
  2. Assess the affordability of these medicines for patients.
  3. Identify challenges in ensuring the sustainable supply of these essential medicines.
  4. Gather insights to improve the availability and affordability of medicines in healthcare settings.
